JOB DESCRIPTION
GENERAL PURPOSE: Under general supervision of the Assistant Parks Director or Parks Superintendent, plans, develops and directs the implementation of an urban forest management program including the maintenance, removal and planting of trees and shrubs.

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Train personnel in tree and landscape maintenance activities.
• Develop and maintain tree inventory data and prepare work programs and planting specifications.
• Provide oversight of contract management for arboricultural work.
• Develop and maintain standard procedures for tree maintenance.
• Coordinate volunteer work projects.
• Coordinate annual Community Arbor Day celebration.
• Conduct inspections and monitor work before, during and after construction.
• Consult on matters regarding City tree ordinance.
• Maintain City’s eligibility for Tree City USA status.
• Perform other duties as assigned or required.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Parks and Recreation, Urban Forestry, forestry, arboriculture, environmental services or related field; AND two (2) years experience in managing urban forestry or arboriculture programs, including two (2) years supervisory experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
• Must possess a valid Texas Driver’s License.
• International Society of Arboriculture Certification as a Certified Arborists required with 12 months of employment
Required Knowledge of:
• City organization, operations, policies and procedures.
• Knowledge of the basic principles of urban forestry and arboriculture.
• Knowledge of public administration and research.
• Materials, methods, practices and equipment used in tree trimming, planting and maintenance activities
• Types and levels of maintenance generally performed in a tree service program.
• Federal and State safety laws and regulations; occupational hazards and safety standards.
• Repair and maintenance standards for specialized equipment and vehicles.
• Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, and employee supervision.

Required Skill in:
• Ability of prepare and write complete and accurate reports.
• Conduct research and make recommendations.
• Provide scientific and technical advice on urban forestry issues.
• Develop and manage public information programs.
• Properly interpret and make decisions in accordance with laws, regulations, ordinances, policies and procedures.
• Supervise, train and evaluate assigned staff
• Understand and follow posted work rules and procedures.
• Promoting and enforcing safe work practices.
• Assessing and prioritizing multiple tasks, projects and demands.
• Establishing and maintaining cooperative working relationships with City employees, contractors and the general public.
• Supervising staff, volunteers and/or contractors, and delegating tasks and authority.
• Responding to emergencies and determining corrective actions using available resources.
• Operating a personal computer utilizing a variety of business software.
• Effective communication skills, both verbal and written, for positive relationships with employees, patrons, and the general public.

Physical Demands / Work Environment:
• Work is performed in an office environment; outdoors in all weather conditions, with potential exposure to hazardous chemicals and equipment; is subject to sitting, standing, bending and reaching for extended periods of time; and must be able to safely pull, push, lift and carry items weighing up to forty (40) pounds.
• May be required to work immediately before, during or after an emergency or disaster.
• NOTE: This position is designated safety and/or security sensitive.
RESPONSIBILITIES

Two (2) years experience in managing urban forestry or arboriculture programs, including two (2) years supervisory experience.
Valid Texas driver’s license required
International Society of Arboriculture Certification as a Certified Arborists required with 12 months of employment.
