Have you seen European elm scale?
Dr. Mike Merchant, a researcher in College Station is looking for wild populations of European elm scale https://bugguide.net/node/view/122456 (part of research on crape myrtle bark scale biocontrol). Specific host preference among the elms is uncertain at this time, but there is a National Elm Trials where they are looking for resistance in elms. https://en.wikipedia.org/wiki/National_Elm_Trial American elm populations have been hit by the beetle and Dutch elm disease.
